Employer profile and carriers
Summary: As an administrator, you will set up your organization's employer profile, its carrier list, and which carriers serve each store, so a report never asks a filer to retype them.
The claim details on a report (who handles the claim, under which policy, on behalf of which insured entity), are configured once per organization and resolved onto every report, never retyped per accident. (A tax ID retyped on every accident is a number that drifts, and a drifted number produces a rejected state filing.)
This configuration is Administrator-only. Not even a Platform Administrator can change it: a Platform Administrator can read an organization's employer profile and carriers (they print on the report) but not write them. Regional and District Asset Protection Managers can administer stores in their territory but hold no configuration permission, so they can open a store's edit page and still not change its carriers.
The employer profile
The employer profile is your organization's own legal identity as a filing needs it: legal name, "doing business as" name, Federal Employer Identification Number (FEIN), NAICS industry code, nature of business, mailing address, and phone. There is exactly one per organization, edited on its own page in the administration area. Legal name and DBA name are kept separate because some filings ask for only one.
The same page names who receives the accident-filed email: the specific addresses notified on every filing. An organization that has configured no addresses receives no filing email; there is no fallback audience.
Carriers
A carrier is a claims administrator you work with: a name, policy number, claims phone and email, and address. Carriers are maintained as one organization-wide list, each edited in a dialog with unsaved changes protected by a confirmation.
Retiring a carrier (deleting it) removes it from the list, from every store, and from every picker, behind a confirmation, but a report that already recorded that carrier keeps naming it, on screen and on every export. An already-filed claim is never silently rewritten when you change administrators.
Link carriers to stores
Each store may have any number of carriers linked to it, from the store's own edit page (one click to link or unlink, no separate save). A link says a carrier is available for that store: it does not say what coverage it provides, and there is no workers'-comp / general-liability discriminator on the link.
The per-report pick
When a store has several carriers linked, the report records which one it was filed against: a selection among the store's linked carriers, never a retyped value. Choosing a carrier not linked to the report's store is refused. Anyone who can edit accident reports can make, change, or clear the pick (it is not restricted to administrators), because the picked carrier prints on the documents an employee and a claims administrator both receive.
What a report resolves for itself
Five values on the claim tab come from this configuration rather than the report: the claims-handling entity, the benefit state (the store's state), the insured with its FEIN and NAICS, the insured's natural key, and the reporting location (the store's address, with the store number as Location #, and a county from the store record). They are derived on every read, so correcting the store address or the employer profile corrects every report at once.
When something is not configured yet
An unresolved value says what is missing rather than showing a blank, and links to the fix for a reader who can make it:

Exporting before configuration exists still produces a document: the employer and claims-programme sections are omitted rather than printed empty, so the export looks visibly incomplete rather than finished and blank.
